protection: amendments to Section I of the Constitution of Ukraine are
possible only on the results of the All-Ukrainian referendum.
Along with these general principles, the constitutional order of
Ukraine has certain characteristics, in particular, the principles of

exercising the state power by dividing it into legislative, executive and
judicial; supremacy of law; direct effect of the norms of the
Constitution; recognition and guarantee of local self-government;

judicial protection of rights and freedoms of a person and a citizen;
organicity of international treaties on the national legislation of
Ukraine, the consent to follow them is given by the Verkhovna Rada;
sole citizenship; the only state language; integrity and inviolability of

the Ukrainian territory; inviolability of the right of private property;
the priority of the property rights of the Ukrainians to natural
resources; protection of the rights of all subjects of property; freedom

of information; inadmissibility of using the Armed Forces or other
military formations to restrict the rights and freedoms of citizens or to
overthrow the constitutional order, to remove the authorities or

obstruct their activities; administrative autonomy of certain
administrative and territorial units, etc.
State structure and form of the state in Ukraine:

concept and relation
The state form is an organization and structure of state power
that has three components:
- form of government is an organization, procedure for creation

and interaction of supreme bodies of state power (parliament, head of
state and government);
- form of state system is a system of relations, arising on the

basis of the norms, consolidated in the Constitution and constitutional
laws, and on the basis of the activities of bodies and on the basis of
state, regional and local self-government. The organization of state
system is based on the principles of the division of state power into

legislative, executive and judicial, the division of competences among
the central government, local councils and other bodies of self-
government on the basis of the supremacy of the Constitution and

laws of Ukraine.
- form of the state regime – a set of techniques and methods of
exercising the state power.
