of managing the society. The essence of this concept can be found in
the literature of the last decades, describing the role of cosmic
civilizations in the life of terrestrial civilization.
The socio-economic theory of the origin of the state considers
the social and economic causes of the emergence of the state, as well
as partly political factors. This theory is based on the internal factors,
but almost does not take into account the external factors that
influenced the emergence of the state. The origin of the state should
be considered from different points of view, both internal and external
factors, both causes and conditions of the origin, as well as political,
economic, social and natural factors that influenced the emergence of
the state.
There is no generally accepted definition of the state in the world
legal science, because of complexity of this social and legal
phenomenon. The state differs from society and its political
organizations by some of the most important features such as people
who inhabit the territory of the state, territory – the material base of
the state, power, organized in public, law – a system of compulsory
rules of conduct, sovereignty and system of finance collection.
The state is the core of the political system of society and acts on
behalf of the whole population or ruling class or social group. Public
authorities have their own system of state bodies, which are
historically formed and have their own peculiarities. In their totality,
they act as a special political organization of people, a ruling class or a
social group, using it to meet their needs and interests or interests of
people. The state acts as a subject of international relations on behalf
of the whole society or people. The apparatus of public authority
consists of the apparatus of control and the apparatus of coercion.
State institutions, bodies of legislative, executive and judicial power,
law-enforcement structures are the constituent parts of the state, i.e. of
the mechanism of the state, that is, it is an integral system of state
bodies, exercising state power, as well as institutions and
organizations through which tasks and functions of state are
performed.
The mechanism of state has a hierarchical structure (its lower
elements are subordinate to the higher ones), consists of people who
