citizens  and  to  the  entire  territory  of  the  state.  The  institution  of
                  citizenship  or  nationality  is  connected  with  the  features  of  territory
                  and population, depending on the form of government. Citizenship is a
                  political and legal affiliation of a person to a certain state.

                         The territory  of the state may have  a permanent and relatively
                  temporary nature. Without this feature the state cannot exist because
                  the entire territory is the property of the state, the material basis of the

                  development of society. Without the territory the state cannot be the
                  subject of international relations.
                         The  sovereignty  of  the  state  means  that  the  state  power  is  the
                  only  one  within  its  territory,  does  not  depend  on  other  political

                  authorities  within  the  country  and  especially  on  other  states  in
                  resolving  issues  of  internal  and  foreign  policies.  Sovereignty  also
                  means  that  state  authorities  can  freely  make  decisions  in  their  own

                  interests  or  in  the  interests  of  other  states.  Violation  of  sovereignty
                  leads to partial or complete loss of state independence. On this basis,
                  the state differs from colonies, semicolonies, dominions, etc.

                         The state only has the right to issue laws that are obligatory for
                  all  citizens  throughout  the  territory.  The  laws  are  directed  at  the
                  regulation  and  protection  of  economic,  political  and  other  social

                  relations  and  social  values  of  society.  The  state  power  is  the  only
                  entity  that  has  such  a  right  because  it  acts  on  behalf  of  the  entire
                  society as the core of political system. Legislation is an integral part of
                  the mechanism of functioning the state and society.

                         Unlike other subjects of social relations, the state collects taxes
                  from its citizens, enterprises and organizations, located on its territory,
                  to  fulfil  its  functions.  In  addition,  the  state  takes  loans  and  credits,

                  which  are  directed  to  the  maintenance  of  the  state  apparatus,
                  budgetary  organizations  and  the  development  of  national  socio-
                  economic and political programs.
                         The state has its financial system and money, without which it

                  cannot function properly; state language; state symbols – coat of arms,
                  flag, anthem.
                         Thus, the  state  is  a  special political  organization  of a  society

                  that has sovereign power and authority to manage the territorially
                  organized  population  in  order  to  carry  out  internal  and  external
                  functions, sovereignty, establishes universal rules of conduct for all

                  people,  collects  taxes  for  effective  functioning  of  society,  is  the
