developing electrical energy. We are completing the restructuring of the unified energy systems of Russia.
Certain corrections have been introduced. You know about that, you’ll be following all these movements. But I’d
like to emphasize here that these corrections we founded they are correct, but most important the vector of the
development here of our economy, the vector of the economic policy is being preserved and shall be preserved in
the future.
We’ve already said that the global tasks in the electrical energy are about the second electrification
program of the country. Many, perhaps, some of you have been working in the regions of the Russian Federation
have felt the lack of electric energy…factor is in the Russian Federation itself. But already billions of rubbles of
investments have come in, but the requirement for this is quiet larger. This is a direct signal for investors to
make long-term investments in the infrastructure. I’d like to emphasize once again we are concerned about the
large-scale restructuring in the national economy together with private investments will be playing a great and
initial role. As a result today we will hear your opinions how this work is going on in respect to what practical
systems can be given by the federal and regional authorities, by the local authorities as well. A year ago we
already met with many of those who are present here today discussing details of the development of the South of
Russia. In this period much has been done, and in certain vectors we have achieved truly not bad results. The
capital investments in the economy have increased in about fifteen percent. The rate of industrial for second year
in a row is above the main average for the Russia. This is a very good indicator, a very good trend on the whole
investment attractive aspects of South. Russia is becoming better at the so far working or uncertain investment
projects that are to become this year including for the Northern Collocation. At certain time they are setting
tiring factors main of the lack of investment areas for such project, first of all length, plots in development for
transport, engineering, infrastructure regard for the electrical energy products. This is a serious question and
must be resolved not only in respect to certain federal and regional programs. Obviously we need a long-term
strategy of uplifting the South of Russia connected with development of cities and other urban localities. Certain
branches and vectors which knickknack few years which will be given a priority support. It’s also important to
determine where precisely these installations of industrial and social spheres shall be slayed out. And
international projects should be carried out first of all. The key condition for the development of Southern Russia
is to raise the efficiency of the transport infrastructure, you know through the Southern gates of the country we
see large cargo flows to Europe and South East Asia and the greatest demand we need capital investments in

roads.
Serious prospects for joined projects are open now in development, opening up the winter Olympics and

be used of the maximum for creating the most up-to-date sport, tourists installation facilities in Sochi and not
only this, in general, but any kind of infrastructure. The fact in itself for the games to be held caused generates

period of time, but also for the development of the economy of Russia as a whole. Here we are ready to
cooperate also with private investors including foreign investors. I would like to emphasize that for the
government of Russia the Russian Federation both structures be selecting contractors. There should be no
difference according to national quotes. There are two components here: the cost and quality of the main
important factors. I think the efficiency of improving this project depends on coordinating the efforts of the
government, and state, and foreign countries, and, of course, with the support of local authorities. In conclusion I
would like to emphasize once again the state shall continue invest into the South of Russia. Another regions of
