The economic upsurge of the country and improvement the quality of the life of these resembles the

government under the leadership of a new Prime Minister will continue the same line and I’m quiet sure this will
be the case without wasting time. Today the Chairman of the government again has given me his proposals for
the structure of the government and very soon this administrative course of the forming of the government will
be finally resolved. Now for you return to today’s subject I would like to tell you that we are picking not only
about macroeconomic factors if we have in mind the conditions have been created for developing private
initiative and, for example, increasing of the rate of the economic growth, globing rate, inflation rate, and the
well-known balance between both the ring up of national currency and the balance between the and creating
the stimuli for putting it forward and always in our opinion a large scale, long term conditions which will help to
promote capital investments both on the part of the state and, once again, also on private investors. And what
concerns the state, you may know, has created the corresponding institutions not only to invest itself, but also to
stimulate private investors. I have in mind here creating such institutions and the investment fund, bank
development. I would like to note that this year alone in these structures we have funded 3 billion rubbles. More
than that, we have made provisions for a mechanism according to which these funds shall be replenished every
year, understandably only in that case if they will be effectively used. There is also certain launched mechanism
of developing the Far East, the Trans Baikal area and itself of the Russian Federation including the areas which
were turning now. We have indoors the agreements and investors can now use this mechanism, this instrument
of making partnership agreements with private companies and the state. The first such project concerns the
Western rapid transit remedies in St. Petersburg. In principal we are working on this project. Besides that we
are worrying about special economic zones. And today we have the possibility to become acquainted that this
mechanism is already working but in this sphere we will adopt the law about special zones in seaports and
