I think we can state that the mechanism which we set up in 2002 for cooperation has really proved the
test of time and has proved itself rather efficient. Very solid system of relationships have actually done with all
of the threats which we face terrorism, crisis, regulation, proliferation of and its means of delivery the problems
of TMT, SAR cooperation in military reform which has been intensified very considerably and my colleague
Mrs. Kudygina has taken part in this year recently and a lot of new threats also have been addressed. I think that
one of the most important elements in all this has been taken in and I think. It confirms many of the ideas which
have been put forward recently particularly at the recent nice conference in March of this year. I think that
signing of states of forces agreement although was very important in this respect I think a fact that Russia has
actually joined us make sure that quantity quality of events is enhanced and particularly technical issues such as
transit and visa support. And then of course I will be talking also about this the enhancement of intro ability of
our troops and you must be aware and today we all are ministers together indoors the political military directed
on enhancing intro ability between Russia - NATO of this document without any doubt I think is going to
promote the further strengthening of NATO - Russian relations and there is of course the action plan of the
UNOC for fighting terrorism and that we are working on very intensively but of course it is primarily moment
to talk about the potential of the Council as one of the most influential international institutes the situation evoke
is still alarming we can hardly talk about the full stabilization and of course the Uzbekistan rules are very
alarming too according to our information from Afghanistan and it is preciously in this country that routine
planning of such events was taking place that is to say a of terrorism acts on other territories. And the disordering
deserves a course of investigation particularly with regard the overall threat of terrorism in the region and I just
like to say that according to our information 50 citizens of other countries other than Uzbekistan were actually
involved in this uprising among those who were captured to I would like also to stress that we are also
concerned by this. But in contrast to others we do not intend to content anybody accuse anybody we are not
going to welcome any hasty conclusions about what have happened and what we certainly do not want put on
any kind of exception pressure on anybody. Now one of the proposals which we had today from the Russian
delegates is to develop and enhance intro ability as I have already said proposing that political military
agreement should be worked on with regard to terrorism. I think it is very important and we should do to extend
the geography the area involved and also to make sure that we are properly prepared and trained. That one
method that is to say routine and planed scheduled training by Russia and in aliens countries and Russia signing
and ratifying by the way the agreement that more efficiently and earlier. We thank very much that we were
managed to make this cooperation between Russia and much more efficient in the interest of word’s.
– Sergey Borisovych today as the Chairman delegate said that he was going to talk about the station of
basis in my country. How do you look about it?
– Well obviously for obvious reasons I was not present at that meeting because obviously Russia is not
member of the conical, is not member of NATO and essentially this is a question of us German - NATO
relations will be perfect to comment to it. I can just say one thing that it is my personal point of view the
presents of the stationing of tactical nuclear weapons in Europe in conditions of circumstances which pertain us
today would be scentless to my view.
– Sergii Borysovych you have shed lights essentially on the Russian view of events in Uzbekistan. As far
as I can understand they are shared by your partners in NATO. Can you tell us how far your views actually
coincide that is your views and that of Russian government?
– Well they partially coincide you see here is not much a question of facts nobody wants to contradict
them and nobody has the intention of doing so but it is really a question of political assessment. If we without
