citizenship of a parent who is a foreign national, is a citizen of
Ukraine. A newborn baby found on the territory of Ukraine, both of
whose parents are unknown (foundling), is a citizen of Ukraine. A
person who has the right to acquire citizenship of Ukraine by birth is a
citizen of Ukraine from the moment of his/her birth.
3.2. Human rights and citizen’s rights in Ukraine.
The question of rights and freedoms of a person and a citizen is
nowadays the most important problem of the internal and foreign
policies of all states of the world community. The state of affairs in the
field of ensuring the rights and freedoms of a person, their practical
implementation is the criterion for assessing the level of democratic
development of any state and society as a whole.
Human rights are rights that are inextricably linked with the
very existence of a person: right to life, to freedom in all aspects, right
to respect for human dignity, and resistance to oppression.
These rights are inalienable, in other words any interference with
these rights is prohibited. Human rights may be limited only to the
extent that is necessary for the protection of human rights. Human
rights are inalienable, that is, a person cannot refuse from them
because without these rights, he/she is no longer a human being.
Human rights belong to every individual, regardless of whether he or
she is a citizen of any country, regardless of racial or national
independence. Every person is a bearer of natural rights, created by
nature.
Recognition and protection of human rights is the main
responsibility of the state. The state does not in any way give the
individual rights, it only has to recognize their existence. Having
adopted the Constitution, Ukraine, as a state, has recognized and
assumed the inalienable human rights.
The rights of a citizen are the rights of a member of a state-
organized civil society.
Freedom of a person is the initial concept in the issue of human
and citizen’s rights. There are natural human rights, that is, they are
connected with existence and development of a person, and acquired
rights, which mainly characterize the socio-political status of a person
