                            1.  Learn the glossary.
                                Effort  –  an  attempt  to  do  something,  especially  when  it  is
                                difficult to do; a par
                                ticular  activity  that  a  group  of  people  organize  in  order  to
                                achieve something; the result of an attempt to do something.
                                Gulf – a large difference between two peoples or groups in the
                                way they think, live or feel.
                                Mistrust – to have no confidence in somebody or something
                                because you think they may be harmful; to not trust somebody
                                or something.
                                Obsolete –  no  longer used  because something  new has  been
                                invented.
                                Reform – to improve a system, an organization, a law, etc. by
                                making changes to it.
                                Settlement  –  a  place,  where  people  have  come  to  live  and
                                make  their  homes,  especially  where  few  or  property  lived
                                before; the process of people making their homes in a place.
                                Transfer – o move one place to another; to move something or
                                somebody from one place to another.
                                Undersecretary  –  the  head  of  a  government  department,
                                chosen by the President; an assistant of a government minister;
                                an Ambassador.
                                Viable – that can be done; that will be successful.
