substantiation  and  evidence.    It  should  be  noted  that  the  scientific  book
                  consolidates the complex nature of scientific knowledge, which manifests itself in


                  the  interrelation  of  theoretical  and  experimental,  as  well  as  in  the  dialectical
                  interaction of sensual and rational reflection of reality; the facts contained in the


                  scientific book are the result and at the same time the building material of science.
                         Scientific  publications  may  belong  to  various  branches  of  science  -


                  fundamental and applied. Fundamental research is to open new laws of nature and

                  society, to establish new principles, to identify new interconnections of phenomena

                  and objects of real reality. The concept of fundamentalism refers to the depth of the

                  scientific level of actual scientific activity and its results. Applied research is the

                  results of which on the degree of completeness and level of practical significance

                  are the basis of engineering developments. There are applied fundamental research,

                  the actual difference which applied research is that they are putting practical goals,

                  achieving them and solve the task of studying the phenomena and laws of science

                  is  not  known  before.  Such  studies,  despite  their  practical  orientation,  have

                  theoretical significance.

                         Undoubtedly,  the  scientific  publication  is  an  effective  way  of  mutual

                  information and communication of scientists. Scientific-communication processes

                  in modern science have a global scale. The development of science determines the

                  content and scope of scientific information, which is included in the information

                  and communicative process, which contributes to the expansion and deepening of

                  scientific and cognitive activity and the new growth of science in general. A well-

                  organized dissemination of information is necessary for a number of tasks:

                        1.  Attracting  attention  and  arousal  of  interest  in  the  course  and  results  of

                           research and development work.

                        2.  Proving  results  of  research  and  development  to  interested  scientists  and

                           specialists.

                        3.  Advertising results and encourage their implementation.

                        4.  Test results.

                        5.  Fixing priority.
