                                In addition, in 1985 the federal government enacted a new farm
                            law  designed  to  improve  the  international  competitiveness  of  U.S.
                            agricultural  products.  In  simplest  terms,  the  law  calls  for  price
                            supports for basic farm commodities to change in response to shifts in
                            average market prices.
                                Currently, the United States is proposing that, by the year 2003,
                            agricultural exporting nations agree to phase out all government pro-
                            grams - including import barriers, price supports and export subsidies
                            - that distort international trade in agriculture.
