In the long run the only way of reaching a more balanced progress in environmental
protection is of course the improvement of the economic situation in the countries now in transition.
But before this situation has been realized, several other means can and must be considered
and one of them is environmental investment in these countries to reduce emissions.
These investments are based on the so called “cloud principle”. On the international scale
this means that emissions are not limited inside the national borderlines but the emission cloud can
cover a group of countries and the emission balance of the investing country. The Climate
Convention signed in Rio allows the application of this principle.
In the northern and western part of the Baltic Sea region electricity companies have invested
and are still investing to the emission reduction.
The situation in the southern and eastern part of the Baltic Sea is quite opposite. The critical
question is the money needed for huge environmental and energy efficiency investments.
An increased energy exchange can serve as a part of the solution when trying to reach a
more balanced situation in environmental protection between the two different areas of the Baltic
Sea region.
It is the matter of electricity companies to find practical ways of an increased cooperation,
which benefit all parties. Governments can do a lot to stimulate this kind of cooperation. This can
be realized in many ways, not only by creating funding systems but also by developing international
and national rules in environmental protection to a direction, which allows the optimization of
environmental protection measures over a larger area than one-country legislations, could
additionally stimulate and intensify the cooperation.
